PUBLIC NOTICE OF SALINA MUNICIPAL

        ELECTION 2021

Public notice is hereby given that Salina City residents will be electing for the office of Mayor and 2 Councilmember seats to serve four-year terms at the municipal general election.

Candidate Filing period begins Tuesday, June 1, 2021 and runs through Monday, June 7, 2021 at 5:00 p.m. Declaration of Candidacy Forms or Nomination Petition must be filed in person with the City Recorder at 90 West Main, Salina, Utah between the hours of 8 a.m. and 5 p.m. Monday through Friday. Candidate filling deadline is Monday, June 7, 2021 at 5:00 p.m. There is no filing fee. Dates for 2021 elections are: Primary (if needed) August 10, 2021, General November 2, 2021.

Qualifications for A Candidate Are: (UCA 10-3-301; 20A-9-203)                                                                                                        

  1. Be a United States Citizen
  2. Be registered voter of the municipality,
  3. Be a resident of the municipality for a period of 12 consecutive months

PUBLIC NOTICE

NOTICE OF INTENT TO ADOPT AN IMPACT FEE ORDINANCE, AND IMPACT FEE ANALYSES RELATED TO CULINARY SERVICES AND SANITARY SEWER SERVICES
Salina City, located in Sevier County, Utah serving development within the City’s current municipal boundaries and impact fee service areas, intends to adopt an impact fee analyses, prepare and enact impact fee Ordinance related to Culinary Water and Services and Sanitary Sewer Services. If approved, these actions will require the payment of impact fees associated with new development with Salina City.

Notice is hereby given of a Public Hearing at 7:00pm on Wednesday, May 12, 2021 at the Salina City Hall (90 W Main, Salina, UT. 84654). In addition to appearing at the public hearing, interested persons may submit written comments regarding the proposed impact fee ordinance to Ashlee Larsen, City Recorder at PO BOX 69 Salina, UT. 84654 or at ashlee@salinacity.org. Comments must be submitted by May 10, 2021.

NOTICE OF BONDS TO BE ISSUED

PUBLIC NOTICE IS HEREBY GIVEN that on April 26, 2021, the Mayor and City Council of Aurora City (the “Issuer”), adopted a resolution (the “Resolution”) declaring its intention to issue its Water Revenue Bonds (the “Bonds”)  pursuant to the Utah Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended.

The Issuer intends to issue the Bonds in the principal amount of not to exceed $1,500,000, to bear interest at a rate not to exceed 2.0% per annum, to mature in not to more than 32 years from their date or dates, and to be sold at a price not less than 100% of the total principal amount thereof, plus accrued interest to the date of delivery.  The Bonds will specify that any installment of principal and/or interest on the Bonds which shall not be paid when due shall bear interest at the rate of 18% per annum from the due date thereof until paid.

The Issuer intends to issue the Bonds for the purpose of (i) financing all or a  portion of the cost of construction of water system improvements, including the construction of a new well, well housing with pump controls, new storage tank, installation of SCADA meters, a loop line and the replacement of  pipelines, together with related improvements; and (ii) paying costs of issuing the Bonds.

OUTSTANDING BONDS SECURED BY THE SAME REVENUE

The Issuer will not have outstanding bonds secured by the pledge of culinary water system revenues at the time of issuance of the Water Revenue Bonds, Series 2021, which revenues are being pledged to secure the payment of the Bonds.

ESTIMATED TOTAL COST OF THE BONDS

Although the Issuer declared its intention to issue a Bond in a principal amount of up to $1,500,000 with interest at a rate not to exceed 2.0% per annum, the Issuer currently anticipates that the Bonds will be issued in the amount of $795,000 with interest at the rate of 0.5% per annum.  In that case, the estimated total cost for the proposed Bonds would be $857,980, which would include interest of $62,980.

NOTICE IS FURTHER GIVEN that a period of 30 days from and after the last date of publication of this Notice is provided by law during which any person in interest shall have the right to contest the legality of the Resolution or the Bonds, or any provision made for the security and payment of the Bonds, and that after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cause whatsoever.

A copy of the Resolution is on file in the office of the City Recorder in Aurora City, Utah, where it may be examined during regular business hours of the City Recorder from 1:00 p.m. to 4:00 p.m., Monday through Friday.

2021 Municipal Election

NOTICE IS HEREBY GIVEN- Aurora City will hold a municipal election in 2021.
The purpose of this election is to elect (1) Mayor – 4-Year Term and (2) City Council Members – 4-year terms.

TO BE QUALIFIED, A CANDIDATE MUST:
Be a United States Citizen
Be over the age of 18.
Be a registered voter in Aurora City.
Be a resident of Aurora City for at least 12 months prior to the date of the municipal election.

To become a candidate, you may file at the Aurora City Offices located at 20 S. 120 E. in Aurora, Utah beginning June 1, 2021 and ending June 7, 2021 at 5:00 pm. If you are unable to come to the city office in person during the regular business hours you may phone 201-3149 and we can make accommodations for you.
A Primary Election will be held on Tuesday August 10, 2021 if necessary.
The Municipal Election will be held on Tuesday November 2, 2021.

THIS WILL BE A BY MAIL ELECTION. ALL BALLOTS WILL BE MAILED TO REGISTERED VOTERS AT LEAST 21 DAYS PRIOR TO THE ELECTION. THERE WILL BE A BALLOT BOX LOCATED AT THE AURORA CITY OFFICES OR BALLOTS MAY BE MAILED BACK TO SEVIER COUNTY IN THE PROVIDED ENVELOPE. THERE WILL ALSO BE A DROP BOX LOCATED AT THE SEVIER COUNTY ADMINISTRATION BUILDING THAT WILL ACCEPT BALLOTS.

NOTICE OF PUBLIC HEARING

The Issuer shall hold a public hearing on May 24, 2021, at the hour of 7:00 p.m.  The location of the public hearing is in the City Office, 20 South 120 East, Aurora City, Utah.  The purpose of the meeting is to receive input from the public with respect to the issuance of the Bonds and any potential economic impact to the private sector from the construction of the Project to be funded by the Bonds.  All members of the public are invited to attend and participate.
